In Africa, children’s TV programs and computer-animated cartoons in particular are almost entirely imported from abroad, often bearing little relevance to the cultures and daily realities of African children. This deficit of local content is caused by an absence of cost effective production, itself the consequence of the limited technical skills and facilities available on the continent.
In order to address this issue, UNESCO’s Communication and Information Office for Eastern Africa launched Africa Animated! in 2003, an initiative assembling resources and expertise for the production of such African animated cartoons.
With the support of its international pedagogical partners, the project has created a unique five-week training and production curriculum, which targets the young, computer-literate, African graphic and visual artists who cannot afford to attend longer curricula.
The 20 short films produced by the 40 graduates during the Phase I workshops have been well received by the film critics after their selection in international film and animation festivals, attesting of the quality of the Africa Animated! animation curriculum.
